The APITU itself takes its name from the Association of Indigenous Peoples of the Tumucumaque Park and together with the Special Secretariat of Policies for Indigenous Peoples (SEPI) is responsible for development in Macapa. The APITU was established in 1994 to represent the five ethnic groups -Aparai, Tiriyó, Waiana, and Txikuyana Kaxuyana and Indigenous Paru d'Este- who live in the Park Tumucumaque Mountains.
