Observatory of racial inequalities in Quebec

Description
Systemic racism, along with other forms of racial inequality and discrimination, continue to persist across various sectors of institutional and economic life in Quebec. This situation particularly affects young people from ethnoculturally diverse backgrounds and has long-term impacts on their personal, academic, family, and professional lives, as well as on their overall well-being, their sense of belonging in society, and their sense of security and life satisfaction.
The lack of research, studies, and analysis focused on racism and systemic inequalities in the employment sector makes it difficult to develop a comprehensive understanding of the situation that reflects the realities of different groups affected by racism. Therefore, this lack of evidence prevents the development of effective strategies and concrete solutions to address these issues.
The creation of an Observatory of Racial Inequalities in Quebec aims to synthesize existing information and produce new, reliable, and relevant data to support efforts to eliminate racism, inequality, and discrimination.
The Observatory will also contribute to the study and monitoring of socio-economic disparities between the majority population and racialized and immigrant populations, the collection of data on experiences of discrimination in the employment sector, consultations with people affected by discrimination, and the analysis of discriminatory discourse online. Finally, it will examine the evolution of conflicts related to racism in the Montreal press between 1985 and 2018. The findings will be published online and shared at public events to encourage dialogue among various stakeholders working in the employment sector and organizations involved in anti-racist efforts.
Implemented from January 2021 to the end of March 2022, this initiative is a concrete step toward building a more just and equitable society and eliminating systemic racism.
Objectives
The project aims to:
Increase the effectiveness of organizations and public agencies in influencing public policy related to the fight against systemic racism, inequality, and discrimination, particularly in the employment sector.
Provide reliable evidence and data to improve public policies affecting racialized groups, religious minorities, and immigrant populations, particularly in the employment sector.
Partners
This initiative is being carried out in partnership with UQAM’s Centre for Interdisciplinary Research on Diversity and Democracy (CRIDAQ), which is responsible for the research component, and UQAM’s International Observatory on Racism and Discrimination, which will also be part of the scientific committee. CRIDAQ is home to the Diaspora Observatory.
Other partners, namely the Centre for Research on Immigration, Ethnicity, and Citizenship (CRIEC), the Immigrant Workers Center (CTI), the Justice and Faith Center, the Quebec Women’s Federation (FFQ), and the FTQ Montreal Metropolitan Regional Council, will participate in the advisory committee, drawing on their experience and expertise to strengthen the project’s reach and overall impact.
Activities
The project includes the following main activities:
- The completion of two sociological studies conducted among racialized populations in Quebec and summary reports presenting the current state of inequality, racism, and discrimination in the employment sector.
- The production of qualitative studies aimed at establishing an understanding of the situation.
- Holding a virtual press conference in March 2021, during Quebec Action Week Against Racism, to present the Observatory, its studies, and initial findings.
- The organization of a bilingual online conference bringing together actors in the fight against racism and provincial and federal government agencies in working groups to discuss the results of the studies.
- Hosting a virtual event bringing together various stakeholders from the employment sector, community associations, NGOs, and public sector agencies, including employability support groups, advocacy and anti-racism organizations, employers, municipal representatives, and people from racialized and religious minority groups.
